Feds delay policy to allow small knives on planes

WASHINGTON (AP) ? Airline passengers will have to leave their knives at home after all. And their bats and golf clubs.

A policy change scheduled to go into effect this week that would have allowed passengers to carry small knives, bats and other sports equipment onto airliners will be delayed, federal officials said Monday.

The delay is necessary to accommodate feedback from an advisory committee made up of aviation industry, consumer, and law enforcement officials, the Transportation Security Administration said in a brief statement. The statement said the delay is temporary, but gave no indication how long it might be.

TSA Administrator John Pistole proposed the policy change last month, saying it would free up the agency to concentrate on protecting against greater threats. TSA screeners confiscate about 2,000 small folding knives from passengers every day.

The proposal immediately drew fierce opposition from flight attendant unions and federal air marshals, who said the knives can be dangerous in the hands of the wrong passengers. Some airlines and members of Congress also urged TSA to reconsider its position.

The delay announced by TSA doesn't go far enough, a coalition of unions representing 90,000 flight attendants nationwide said Monday.

"All knives should be banned from planes permanently," the group said in a statement.

Sen. Charles Schumer, D-N.Y., who opposed the policy, said TSA's decision is an admission "that permitting knives on planes is a bad idea." He also called for a permanent ban.

Rep. Ed Markey, D-Mass., another opponent, said he will continue to push TSA to drop the proposal entirely.

"People with radical ideas can use everyday objects to cause great harm," Markey said. "If there is an opportunity to decrease risks to Americans, we have a duty to protect our citizens and disallow knives from being taken onto planes."

The proposed policy would have permitted folding knives with blades that are 2.36 inches (6 centimeters) or less in length and are less than 1/2-inch (1-centimeter) wide. The policy was aimed at allowing passengers to carry pen knives, corkscrews with small blades and other small knives.

Passengers also would have been be allowed to bring onboard as part of their carry-on luggage novelty-sized baseball bats less than 24 inches long, toy plastic bats, billiard cues, ski poles, hockey sticks, lacrosse sticks and two golf clubs, the agency said.

Security standards adopted by the International Civil Aviation Organization, a U.N. agency, already call for passengers to be able to carry those items. Those standards are non-binding, but many countries follow them.

The proposal didn't affect box cutters, razor blades and knives that don't fold or that have molded grip handles, which are prohibited.

Passengers were prohibited from carrying the small knives onboard planes after the Sept. 11, 2001 terrorist attacks. Some of the terrorists in those attacks used box cutters to intimidate passengers and airline crew members.

It's unlikely in these days of hardened cockpit doors and other preventative measures that the small folding knives could be used by terrorists to take over a plane, Pistole told Congress last month.

There has been a gradual easing of some of the security measures applied to passengers after the 9/11 attacks. In 2005, the TSA changed its policies to allow passengers to carry on airplanes small scissors, knitting needles, tweezers, nail clippers and up to four books of matches. The move came as the agency turned its focus toward keeping explosives off planes, because intelligence officials believed that was the greatest threat to commercial aviation.

And in September 2011, the TSA no longer required children 12 years old and under to remove their shoes at airport checkpoints. The agency recently issued new guidelines for travelers 75 and older so they can avoid removing shoes and light jackets when they go through airport security checkpoints.

Jordan arrests 8 Syrian refugees in troubled camp

AMMAN, Jordan (AP) ? Police have arrested eight Syrians on suspicion of inciting riots at a refugee camp near the Jordan-Syria border, a Jordanian security official said Sunday.

About 100 Syrian refugees threw stones at police on Friday for preventing some of them from sneaking out of their desert camp. Ten police officers were wounded, including two who remain in critical condition.

The security official, who requested anonymity in line with regulations, said a military prosecutor will question the eight suspects later Sunday.

If convicted, they face up to three years in jail.

The Zaatari camp houses 150,000 refugees from the Syrian civil war. Another 350,000 Syrians have found shelter in Jordanian communities.

Conditions in the overcrowded camp have worsened since it opened last July, and there have been several riots.

In Syria on Sunday, troops backed by pro-government gunmen pounded rebel areas near the Lebanese border, activists and state media said.

The clashes came as U.S. officials said the Obama administration were poised to send up to $130 million more in non-lethal military aid to rebels trying to oust Syrian President Bashar Assad.

The Britain-based Observatory for Human Rights said there was no immediate casualty report from the fighting in Basatin in Homs province. The state television said the army was trying to "uproot all the terrorists from the area" ? a reference to the rebels.

Elsewhere, the Observatory said fighting was also reported in the northern province of Aleppo, three areas in the suburbs of Damascus and the central province of Idlib.

In the past two weeks, the Syrian military ? supported by pro-government fighters backed by the Lebanese militant Hezbollah group ? has pursued a campaign to regain control of areas near the Lebanese border.

The frontier region, near the provincial capital of Homs, holds strategic value because it links Damascus with the coastal enclave that is the heartland of Syria's Alawite minority, and includes the country's two main seaports, Latakia and Tartus.

Syria's regime is dominated by Assad's Alawite sect, an offshoot of Shiite Islam, while the rebels are primarily Sunni Muslims.

MDs warn teens: Don't take the cinnamon challenge

CHICAGO (AP) ? Don't take the cinnamon challenge. That's the advice from doctors in a new report about a dangerous prank depicted in popular YouTube videos but which has led to hospitalizations and a surge in calls to U.S. poison centers.

The fad involves daring someone to swallow a spoonful of ground cinnamon in 60 seconds without water. But the spice is caustic, and trying to gulp it down can cause choking, throat irritation, breathing trouble and even collapsed lungs, the report said.

Published online Monday in Pediatrics, the report said at least 30 teens nationwide needed medical attention after taking the challenge last year.

The number of poison control center calls about teens doing the prank "has increased dramatically," from 51 in 2011 to 222 last year, according to the American Association of Poison Control Centers.

"People with asthma or other respiratory conditions are at greater risk of having this result in shortness of breath and trouble breathing," according to an alert posted on the association's website.

Thousands of YouTube videos depict kids attempting the challenge, resulting in an "orange burst of dragon breath" spewing out of their mouths and sometimes hysterical laughter from friends watching the stunt, said report co-author Dr. Steven E. Lipshultz, a pediatrics professor at the University of Miami Miller School of Medicine.

Cinnamon is made from tree bark and contains cellulose fibers that don't easily break down. Animal research suggests that when cinnamon gets into the lungs, it can cause scarring, Lipshultz said.

Dr. Stephen Pont, a spokesman for the American Academy of Pediatrics and an Austin, Texas pediatrician, said the report is "a call to arms to parents and doctors to be aware of things like the cinnamon challenge" and to pay attention to what their kids are viewing online.

An Ypsilanti, Mich., teen who was hospitalized for a collapsed lung after trying the cinnamon challenge heartily supports the new advice and started her own website ? http://nocinnamonchallenge.com ? telling teens to "just say no" to the fad.

Dejah Reed, 16, said she took the challenge four times ? the final time was in February last year with a friend who didn't want to try it alone.

"I was laughing very hard and I coughed it out and I inhaled it into my lungs," she said. "I couldn't breathe."

Her father, Fred Reed, said he arrived home soon after to find Dejah "a pale bluish color. It was very terrifying. I threw her over my shoulder" and drove to a nearby emergency room.

Dejah was hospitalized for four days and went home with an inhaler and said she still has to use it when she gets short of breath from running or talking too fast. Her dad said she'd never had asthma or breathing problems before.

Dejah said she'd read about the challenge on Facebook and other social networking sites and "thought it would be cool" to try.

Now she knows "it's not cool and it's dangerous."

Immigration fight gets personal in Senate

WASHINGTON (AP) ? Tempers flared at a Senate hearing on immigration legislation Monday as a Republican senator objected to a Democrat's criticism of attempts by some to link the Boston Marathon bombings to the immigration bill.

"I never said that! I never said that!" Sen. Chuck Grassley, R-Iowa, interjected as Sen. Chuck Schumer, D-N.Y., suggested that some were using the Boston bombings as "an excuse" to slow down or stop the bill.

Schumer said he wasn't talking about Grassley, who said last week that the bombings raised question about gaps in the U.S. immigration system that should be examined in context of the new bill.

Meanwhile Sen. Jeff Sessions, R-Ala., accused Schumer of "demeaning" several witnesses called to Monday's Judiciary Committee hearing by the GOP side. Schumer had complained about Sessions saying that business and labor officials backing the Democratic side on immigration were "special interests," noting that the immigration bill has widespread support and asserting that the three witnesses scheduled to testify against the bill were "far more special interest."

Senate Judiciary Chairman Patrick Leahy, D-Vt., banged his gavel to settle the proceedings.

The exchange came as the Judiciary Committee opened its second hearing on sweeping legislation to strengthen border security, allow tens of thousands of new high- and low-skilled workers into the country, and provide an eventual path to citizenship for some 11 million immigrants now here illegally.

As happened at the first hearing Friday, the Boston Marathon bombings cast a shadow over the proceedings. The attacks were carried out by two ethnic Chechen immigrant brothers; both arrived legally and one was a naturalized U.S. citizens.

Leahy used part of his opening statement to chastise those who would link the bombings to the legislation. "Let no one be so cruel as to try to use the heinous acts of these two young men last week to derail the dreams and futures of millions of hardworking people," Leahy said.

He said the bill would strengthen national security by focusing on border security and enforcement.

Grassley bridled at Leahy's comments, saying that when Leahy proposed gun legislation, "I didn't accuse you of using the Newtown killings as an excuse."

"I think we're taking advantage of an opportunity where once in 25 years we deal with immigration to make sure that every base is covered," Grassley said.

Sen. Rand Paul, R-Ky., raised similar concerns in a letter Monday to Senate Majority Leader Harry Reid, D-Nev., telling him, "We should not proceed until we understand the specific failures of our immigration system." Paul also said that national security protections must be part of any immigration legislation to ensure the federal government does everything it can to keep immigrants "with malicious intent" from using the immigration system to enter the country to commit acts of terror.

House Speaker John Boehner, R-Ohio, also weighed in on the matter Monday, telling an interviewer on Fox News' "American Newsroom", "I'm in the camp of, if we fix our immigration system, it may actually help us understand who all is here, why they're here, and what legal status they have."

Condition of Indian girl who was raped improves

NEW DELHI (AP) ? The condition of a 5-year-old girl who was allegedly kidnapped, raped and tortured by a man and then left alone in a locked room in India's capital for two days has improved, a doctor said Sunday, as protests continued over the authorities' handling of the case.

The girl was in critical condition when she was transferred Thursday from a local hospital to the largest government-run hospital in the country. But D.K. Sharma, medical superintendent of the state-run hospital in New Delhi where the girl was being treated, said Sunday that she was responding well to treatment and that her condition had stabilized.

Police say the girl went missing April 15 and was found two days later by neighbors who heard her crying in a locked room in the same New Delhi building where she lives with her family. The girl was alone when she was found, having been left for dead by the man following the brutal attack, police say.

A 24-year-old man was arrested Saturday in the eastern state of Bihar, about 1,000 kilometers (620 miles) from New Delhi, in connection with the incident. After being flown to New Delhi, he was in custody Sunday and was being questioned, police said.

The incident came four months after the fatal gang rape of a woman on a New Delhi bus sparked outrage across India about the treatment of women in the country.

For the second consecutive day, hundreds of people protested Sunday outside police headquarters in the capital, angry over allegations that police had ignored complaints by the girl's parents that she was missing.

About 100 supporters of the main opposition Bharatiya Janata Party protested outside the home of the chief of the ruling Congress Party, Sonia Gandhi, demanding that the government ensure the safety and security of women and girls in the city.

The protesters also demanded that the Delhi police chief be removed from office and that police officials accused of failing to act on the parents' complaint be dismissed.

"Police and other officials that fail to do their jobs and instead engage in abusive behavior should know that they will be punished," Meenakshi Ganguly, South Asia director of New York-based Human Rights Watch, said Sunday.

Police said they detained more than 50 protesters when they tried to break down barricades on the road leading to Gandhi's house. The protesters were released after a few hours.

Police also placed restrictions on the gathering of more than four people on the main avenue in the heart of New Delhi after university students said they planned to hold a demonstration there later Sunday. Despite the police order, about 100 students gathered at New Delhi's iconic India Gate monument and held a peaceful protest late Sunday.

Sexual crimes against women and children are reported every day in Indian newspapers, and women often complain about their sense of insecurity when they leave their homes.

Prime Minister Manmohan Singh called for changes in attitudes toward women in India, where there has been a fierce debate since December's fatal New Delhi gang rape about the routine mistreatment of females.

"The gruesome assault on the little girl a few days back reminds us once again of the need to work collectively to root out this sort of depravity from our society," Singh said Sunday at a meeting with civil servants.

A day earlier, Singh had urged Indian society "to look within and work to root out the evil of rape and other such crimes from our midst."

The fatal beating and gang rape of a young woman aboard a moving New Delhi bus sparked outrage and spurred the government to pass tough laws for crimes against women, including the death penalty for repeat offenders or for rape attacks that lead to the victim's death.

But activists say that merely passing strong laws is not enough, and that the government has to convey its intention to crack down on crimes against women to its officials and the police.

"Enacting strong laws are simply a first step, but it needs the government to focus urgently on implementation if it is serious about protecting children and other victims of sexual abuse," Human Rights Watch's Ganguly said.

Fla. compounding pharmacy recalls sterile drugs

LAKE MARY, Fla. (AP) ? A Florida-based compounding pharmacy is voluntarily recalling all lots of its sterile non-expired drug products sold nationwide over concerns the products are not sterile and may contain bacteria, Food and Drug Administration officials said Sunday.

The FDA encouraged health care facilities and providers who have received sterile products, including all injectables, from Balanced Solutions Compounding Pharmacy to immediately check their medical supplies, quarantine the products, and follow the company's recall instructions. Patients who were administered any sterile drug products produced and distributed by Balanced Solutions should contact their health care providers.

The recall includes a few dozen sterile products furnished nationwide, according to a statement from the company. The majority of the products were injectable drugs.

An FDA inspection of the company revealed "poor practices and conditions which may have exposed the company's sterile products to microbial contamination," officials said in a statement.

The FDA sampled chromium chloride injections from Balanced Solutions and identified gram-negative bacteria in the product, which can cause disease and many types of infection. But officials said the bacteria do not usually cause infection in humans.

Balanced Solutions is a division of Axium Healthcare Pharmacy Inc., which is based in Lake Mary.

An email and phone call to the company were not immediately returned Sunday.

Obama names three to troubled labor relations board

WASHINGTON (Reuters) - President Barack Obama on Tuesday nominated two corporate attorneys to serve on the National Labor Relations Board and renominated its current chairman amid uncertainty about the board's authority created by a federal appeals court ruling.

The nominations come as Congress is considering Republican-backed measures that would effectively pause the NLRB's work until its ability to conduct official business is confirmed by the Supreme Court or the Senate.

In addition to Chairman Mark Gaston Pearce, whose current term ends in August, Obama said he was naming Harry Johnson and Philip Miscimarra to the NLRB. The two are both employment attorneys who represent companies, balancing the board's three existing members, who have union or Democratic backgrounds.

"I urge the Senate to confirm them swiftly so that this bipartisan board can continue its important work on behalf of the American people," Obama said in a statement on Tuesday.

It is not clear how the Senate will react to the nominations when they come up in that chamber for confirmation. The Senate now has five board nominations to consider, after Obama in February asked the chamber to confirm existing members Sharon Block and Richard Griffin.

Obama had named Block and Griffin to the NLRB in January 2012 as recess appointments - a tactic that does not require confirmation since it is used when the Senate is in recess. But the District of Columbia Circuit Court ruled in January that the appointments were invalid because the Senate was not actually recessed at the time the nominations were made.

CASES ON HOLD

Republican Senator Lamar Alexander of Tennessee, who has introduced a budget amendment last month that would defund decisions and regulations made by the NLRB since the recess appointments, welcomed the nominations of Johnson and Miscimarra but at the same time urged Block and Griffin to step down from the board.

"As tradition requires, the president has properly nominated two Republicans to serve on the National Labor Relations Board," Alexander said in a statement. "It is now the Senate's role to exercise advice and consent on the nominees."

Legislation also is pending in the House of Representatives that would prevent the NLRB from taking any official action until it has a Senate-confirmed quorum or the Supreme Court rules on the existing board's validity. That bill is the subject of a House Rules Committee hearing set for Wednesday.

The NLRB, an independent federal agency that oversees union elections and polices unfair labor practices, needs a quorum of three of its five board members in order to make decisions and take other actions. Its members serve staggered five-year terms.

There are questions about whether the NLRB had a valid quorum when it made more than 600 decisions following the appointment of Block and Griffin in January 2012, given there are two additional vacancies. At least 35 cases involving the board are now on hold in the D.C. Circuit while the board appeals the case.

Challenges to the NLRB's authority have been made in at least 73 cases pending in federal appeals courts, according to records kept by the board.

Labor leaders said their primary goal is ensuring the board's functions, even if two of the nominees are considered pro-management.

"The package includes individuals who have challenged recent actions by the NLRB and who have views on labor relations matters that we do not agree with. But working people need and deserve a functioning NLRB," AFL-CIO President Richard Trumka said in a statement.

Miscimarra, a partner at the Chicago law firm Morgan, Lewis and Bockius, has represented management in employment disputes, including helping business groups weigh in on cases that impact labor and employment policy. He has represented the U.S. Chamber of Commerce, one of the board's most reliable critics, in cases that challenged the rules governing union elections and employee involvement initiatives.

As a longtime senior fellow at the University of Pennsylvania's Wharton School of Business, Miscimarra has focused the majority of his research on the National Labor Relations Act, the statute that created the board.

Johnson also specializes in management-side labor and employment cases as a partner at Arent Fox in Los Angeles.

Pearce has been the board's chairman since August 2011 and a member of the NLRB since March 2010. He was a partner at the law firm Creighton, Pearce, Johnsen & Giroux from 2002 to 2010, where he represented unions. His next term would end in 2018.

Block is a former labor counsel to Senator Edward Kennedy and Griffin is a former general counsel for the International Union of Operating Engineers.

Neolithic Iceman ?tzi had bad teeth: Periodontitis, tooth decay, accident-related dental damage in ice mummy

For the first time, researchers from the Centre for Evolutionary Medicine at the University of Zurich together with colleagues abroad have been able to provide evidence of periodontitis, tooth decay and accident-related dental damage in the ice mummy '?tzi'. The latest scientific findings provide interesting information on the dietary patterns of the Neolithic Iceman and on the evolution of medically significant oral pathologies.

The Neolithic mummy ?tzi (approximately 3300 BC) displays an astoundingly large number of oral diseases and dentition problems that are still widespread today. As Prof. Frank R?hli, head of the study, explains, ?tzi suffered from heavy dental abrasions, had several carious lesions -- some severe -- and had mechanical trauma to one of his front teeth which was probably due to an accident.

Although research has been underway on this important mummy for over 20 years now, the teeth had scarcely been examined. Dentist Roger Seiler from the Centre for Evolutionary Medicine at the University of Zurich has now examined ?tzi's teeth based on the latest computer tomography data and found that: "The loss of the periodontium has always been a very common disease, as the discovery of Stone Age skulls and the examination of Egyptian mummies has shown. ?tzi allows us an especially good insight into such an early stage of this disease," explains Seiler. He specializes in examining dental pathologies in earlier eras.

Advanced periodontitis

The three-dimensional computer tomography reconstructions give an insight into the oral cavity of the Iceman and show how severely he was suffering from advanced periodontitis. Particularly in the area of the rear molars, Seiler found loss of the periodontal supporting tissue that almost extended to the tip of the root. While ?tzi is scarcely likely to have cleaned his teeth, his abrasive diet contributed significantly to a process of self-cleaning. Nowadays periodontitis is connected to cardiovascular diseases. Interestingly, the Iceman also displays vascular calcification, for which -- like in the case of the periodontitis -- mainly his genetic make-up was responsible.

The fact that the Iceman suffered from tooth decay is attributable to his eating more and more starchy foods such as bread and cereal porridge which were consumed more commonly in the Neolithic period because of the rise of agriculture. In addition, the food was very abrasive because of contaminants and the rub-off from the quern, as is demonstrated by the Iceman's abraded teeth. His accident-related dental damage and his other injuries testify to his troubled life at that time. One front tooth has suffered mechanical trauma -- the discoloration is still clearly visible -- and one molar has lost a cusp, probably from chewing on something, perhaps a small stone in the cereal porridge.

?tzi -- the world's oldest wet mummy

The Iceman -- known widely as '?tzi' -- is the oldest wet mummy in the world. Since its discovery in 1991, numerous scientific examinations have taken place. In 2007, for example, also with the involvement of Frank R?hli, ?tzi's cause of death was determined as probably stemming from internal bleeding.

An Iraq war veteran who yearns to snowboard next March at the Sochi Paralympics recently told a priest he would give his left leg to compete for his country. And then, he did.

Six weeks ago, retired Army Sgt. Carlos Figueroa allowed a surgeon to amputate below his left knee ? 10 years after an IED blast rendered the limb nearly useless. The decision was surprisingly simple, he said, because it sliced away a decade of mounting pain. Yet he also acknowledged: ?I did give it up because I want to get into the Paralympics.?

?When I went in, my doctor asked me: ?What?s your biggest goal?? I told him: ?Be on my board within three months.? He just said, ?Dude, most people aren?t walking within three months,? ? Figueroa recalled.?

Walking will come. What he can do ? already ? is carve down a mountain, the lone place Figueroa, 34, feels at peace: ?Up there, I?m no different from anybody. No PTSD. I?m at my happiest.? On Thursday, Figueroa beamed while manhandling an Aspen, Colo., slope atop a monoski at a sports clinic for disabled veterans. As a familiar, cool breeze brushed his face, he also dreamed?about racing in Russia.


?My love for snowboarding is about loss, the loss of what I had in the military, where you?re used to being on the move, on patrols, on raids. That?s how I treat my races. The moment that gate drops, it?s like the door opening on a raid. I go full blast. I?m able to get something back that I felt was taken away. That rush. I love it.?

"Up there, I'm no different from anybody. No PTSD. I'm at my happiest," said Carlos Figueroa of the feeling of carving down slopes.

The wars in Iraq and Afghanistan have borne a bittersweet byproduct: scores of American Paralympic hopefuls. The Sochi Paralympics, to be held just after the 2014 Winter Games in that city, marks the inaugural Paralympic snowboarding event for disabled athletes. The U.S. men?s Paralympic snowboarding squad will consist of five members.

'Slim chance'
Figueroa (and those close to him) knows he?s the longest of long shots. His own coach, Mike Shea, estimates he took two years to, literally, make the leap from his own leg amputation to landing jumps. The raw nerve endings in an amputated limb must become desensitized to the harsh pounding. When the board hits the snow, the stump pushes into the prosthetic leg, ?sending chills up your spine,? Shea said. ?It doesn?t feel good.?

Then there?s the calendar. If Figueroa is indeed back on his board by autumn, he?ll have a limited number of sanctioned races ? beginning in January 2014 ? to rack up enough points to rank among the top five American men. And the U.S. Paralympic snowboarders, including Shea, compose the world?s deepest talent pool in that sport. The roster likely will be named in February.

?It?s a slim chance, a super, super small window,? Figueroa said, ?but we?re still going to push.?

He needs only a sliver of possibility to kindle his hope ? or better yet, someone telling him he can?t. He certainly doesn?t need two legs.

The Feb. 15 amputation came 10 years after a bomb detonated beneath his armored vehicle, ejecting him through an open roof hatch. A decade spent lugging a useless left limb (with no heel), suffering increasing back and knee pain, instantly convinced him to say ?Let?s do it,? when an orthopedic surgeon in San Diego suggested, ?Let?s cut.? He was done, he said, wasting another day ?in a bubble? due to his injury, calling the operation ?liberating.?

'Go fast and have fun'
Nobody who has heard that account is betting against Figueroa.

?With any military athlete, you can definitely see that sense of pride and determination above and beyond what you see with other athletes. Part of it is just a chance to represent their county again,? said Kevin Jardine, high performance director of Parlaympic alpine skiing and snowboarding for the U.S. Olympic Committee. ?They?re willing to sacrifice a lot.?

Added Shea, who lost his leg in a 2002 wake-boarding accident: ?Anything you tell Carlos, he?ll get it done. He always seems to find a way. He has no fear up there. He has passion. And I?ve learned from him the smiling gets you a long way in life.?

This week at the National Disabled Veterans Winter Sports Clinic in Aspen, organized by the Department of Veterans Affairs, Figueroa has been tempted to grab a board and shred. This is his fourth year attending. As a testament to his disregard for other people?s timelines, he couldn?t even stand on a snowboard four years ago due to his injury, yet he competed in a World Cup event for disabled snowboarders not long after that.

Until his prosthetic leg arrives, he?ll stick to monoskiing, during which he sits in a ?bucket? atop one ski, using his arms to hold smaller, balancing skis.

?The first run, I took it slow. After that, I opened it up,? Figueroa said. ?I just want to go fast and have fun.?

When the instructor noticed his raw speed, he warned Figueroa: ?You do realize if you go down, you may peel off half your face.?

Figueroa simply grinned: ?That?s alright.?

On the 10th anniversary of the war in Iraq, a special group of people in Vail, Colo., are also marking the tenth anniversary of their unique program designed to help war amputees regain independence through skiing. NBC's Kevin Tibbles reports.

Conn. gov faults gun lobbyists over restrictions

HARTFORD, Conn. (AP) ? Connecticut Gov. Dannel P. Malloy harshly criticized gun industry lobbyists on Sunday, saying they are doing too little to halt gun violence.

Just three days after he signed into law new restrictions on weapons and large-capacity magazines, the governor compared Wayne LaPierre, executive vice president of the National Rifle Association, to clowns and said lobbyists want to ensure that the industry can sell guns indiscriminately.

"Wayne reminds me of the clowns at the circus," Malloy said of LaPierre on CNN's "State of the Union." ''They get the most attention and that's what he's paid to do."

Representatives of the NRA did not immediately return a call seeking comment.

"What this is about is the ability of the gun industry to sell as many guns to as many people as possible even if they're deranged, even if they're mentally ill, even if they have a criminal background," Malloy said. "They don't care. They want to sell guns."

Robert Crook, executive director of the Connecticut Coalition of Sportsmen, a lobbying group, said Malloy's criticism was "absolutely false."

"It's another political statement from a governor with little knowledge," he said.

Connecticut's gun industry supports a gun trafficking task force and tighter background checks of buyers, Crook said.

Andrew Doba, a spokesman for Malloy, said the Democratic governor was criticizing lobbyists, not the gun industry. Malloy has said he wants Connecticut's large gun industry to remain in the state, though gun manufacturers say the new restrictions will hurt their business.

"People are welcome to stay in our state as long as they're producing a product that can be sold in the United States legally," Malloy said.

Nearly four months after a gunman killed 20 children and six educators at an elementary school in Newtown, lawmakers and Malloy enacted legislation that adds more than 100 firearms to the state's assault weapons ban. It also immediately bans the sale of magazines capable of holding more than 10 rounds of ammunition. People who purchased those guns and magazines before midnight Wednesday will be allowed to keep them if they're registered with the state police before Jan. 1.

Required background checks for private gun sales also take effect.

Other parts of the new law include a ban on armor-piercing bullets, establishment of a deadly weapon offender registry, expansion of circumstances when a person's mental health history disqualifies them from holding a gun permit, mandatory reporting of voluntary hospital commitments, doubled penalties for gun trafficking and other firearms violations, and $1 million to fund the statewide firearms trafficking task force.

Malloy said he preferred an "all-out ban" on magazines of more than 10 rounds of ammunition, but the legislature opposed him on the issue.

North Korea asks embassies to consider moving diplomats out

LONDON/SEOUL (Reuters) - North Korea warned on Friday it could not guarantee the safety of diplomats after next Wednesday and asked embassies to consider moving staff out of the country, European diplomats said, amid high tension on the Korean peninsula.

The requests came on the heels of declarations by the government of the secretive communist state that real conflict was inevitable, because of what it termed "hostile" U.S. troop exercises with South Korea and U.N. sanctions imposed over North Korea's nuclear weapons testing.

"The current question was not whether, but when a war would break out on the peninsula," because of the "increasing threat from the United States", China's state news agency, Xinhua, quoted the North's Foreign Ministry as saying.

It added that diplomatic missions should consider evacuation. North Korea would provide safe locations for diplomats in accordance with international conventions, Xinhua quoted the ministry as saying in a notification to embassies.

Britain said its embassy in Pyongyang had been told by the North Korean government it "would be unable to guarantee the safety of embassies and international organizations in the country in the event of conflict from April 10th".

"We believe they have taken this step as part of their continuing rhetoric that the U.S. poses a threat to them," Britain's Foreign Office said.

It said it had "no immediate plans" to evacuate its embassy and accused the North Korean government of raising tensions "through a series of public statements and other provocations."

A Polish spokesman said Warsaw saw the latest statements by Pyongyang as "an inappropriate element of building up the pressure and we obviously think that there is no risk from outside on North Korea." He added that the Polish Embassy saw no need to move staff out.

"This question has been directed to all embassies that are on the ground in Pyongyang," a Swedish Foreign Office official said.

The United States, which does not have diplomatic relations with North Korea and is served by Sweden as a "protecting power" in Pyongyang, echoed the British and the Poles.

"This is just an escalating series of rhetorical statements, and the question is, to what end?" said State Department spokeswoman Victoria Nuland.

Asked if the United States had received any instructions from the Swedes on the small number of U.S. aid workers or tourists who could be in North Korea, she said there was no indication Sweden would heed Pyongyang's warning.

'DEEPLY CONCERNED'

U.N. Secretary-General Ban Ki-moon "remains deeply concerned about escalating tensions on the Korean peninsula," but U.N. humanitarian workers remain active across North Korea for the time being, a spokesman said on Friday.

"U.N. staff in the DPRK (North Korea) remain engaged in their humanitarian and developmental work throughout the country," said U.N. spokesman Martin Nesirky. The United Nations has 36 international staff and 21 locally recruited personnel working in North Korea, the world body said.

Under the Vienna Convention that governs diplomatic missions, host governments are required to help get embassy staff out of the country in the event of conflict.

Russia's Foreign Ministry said North Korea had "proposed that the Russian side consider the evacuation of employees in the increasingly tense situation", according to a spokesman for its embassy in Pyongyang.

Moscow said it was "seriously studying" the request. A statement from its Foreign Ministry said Russia hoped all parties would show restraint and considered "whipping up military hysteria to be categorically unacceptable."

In a fusillade of statements over the past month, North Korea has threatened to stage a nuclear strike on the United States, something it lacks the capacity to do, according to most experts, and has declared war on South Korea.

Military analysts say North Korea might be able to hit some part of the United States, but not the mainland and not with a nuclear weapon.

The threats against the United States by North Korea's young leader, Kim Jong-un, are "probably all bluster", said Gary Samore, until recently the top nuclear proliferation expert on President Barack Obama's national security staff.

The North Koreans "are not suicidal. They know that any kind of direct attack (on the United States) would be end of their country," he added.

On Friday, South Korean media reported that North Korea had placed two of its intermediate-range missiles on mobile launchers and hidden them on the east coast of the country in a move that could threaten Japan or U.S. Pacific bases.

The report could not be confirmed, but White House spokesman Jay Carney told reporters that based on past behavior, "we would not be surprised" to see North Korea conduct another missile test.

Speculation centered on two kinds of missiles, neither of which is known to have been tested.

One is the so-called Musudan missile, which South Korea's Defense Ministry estimates has a range of up to 3,000 km (1,865 miles). The other is the KN-08, believed to be an intercontinental ballistic missile.

North Korea has always aggressively condemned the regular military exercises held by U.S. forces and their South Korean allies, but its reaction to this year's has reached a blistering pitch.

"The rhetoric is off the charts," said Victor Cha, former director for Asian affairs at the White House National Security Council.

CASTRO WARNS AGAINST WAR

Former Cuban leader Fidel Castro, in an essay in Cuban state media, warned ally North Korea against war, describing the situation on the Korean Peninsula as "incredible and absurd" and "one of the gravest risks of nuclear war since the Crisis of October (Cuban Missile Crisis), 50 years ago.

The verbal assaults from Pyongyang have set financial markets in South Korea, Asia's fourth largest economy, on edge.

South Korean shares slid on Friday, with foreign investors selling their biggest daily volume in nearly 20 months, hurt after aggressive easing from the Bank of Japan sent the yen reeling, as well as by the tension over North Korea.

"In the past, (markets) recovered quickly from the impact from any North Korea-related event, but recent threats from North Korea are stronger and the impact may therefore not disappear quickly," Vice Finance Minister Choo Kyung-ho said.

Kim Jong-un, 30, is the third member of his dynasty to rule North Korea. He took over in December 2011 after the death of his father, Kim Jong-il, who staged confrontations with South Korea and the United States throughout his 17-year rule.

Some fear the young leader of the isolated communist state may view the risk of conflict as one worth taking.

"We don't understand this new guy at all. And if the North Koreans move to provoke the South, the South is going to retaliate in a way we haven't seen before," Cha said.

Cloud Connect Is Too Polite, And That's The Problem With Vendor Conferences

keynotepicI sat through the Cloud Connect morning keynotes this morning, and then I left early out of frustration. The morning started with a discussion?I was really looking forward to: Ann Winblad of Hummer Winblad Venture Partners was moderating a panel with vendors from Citrix, Red Hat and CloudOps. But it had one big issue: It was too polite. That’s the problem with these vendor-oriented conferences. They suck the passion out of what is a super-fascinating space. Here we are at a time when there is more disruption in the enterprise than in the past 20 years. But today, I saw the coolest group of executives talking in hushed tones….on message. And the Winblad panel was just the start. During keynote after keynote all morning — there were five — the pitches didn’t stop. I left at the start of the fourth keynote when the Rackspace executive started with some FUD for the IT crowd in the house. During the second keynote, the chief scientist from SoftLayer presented a case study. There was no question-and-answer session — this was a vendor pitch. An HP executive came onstage and told everyone to stand and yell the name of the latest release of the OpenStack operating system. Awful. The HP keynote was better than the others in that the speaker advocated for IT to shut people down if they are using apps/services that do not have the IT seal of approval. HP is one of the biggest IT vendors in the world. But still, she at least stirred the pot a bit. And in the fourth, the Rackspace executive told the crowd that the company’s budget was going elsewhere and shadow IT is a reality. Then she talked about Rackspace. Here’s what one attendee tweeted: The only way that talk would have ended better was if Rackers walked through the aisles signing people up for RackSpace Cloud #ccevent ? Michael Ducy (@mfdii) April 4, 2013 Now, following the keynotes, lunch was served in the back of the exhibit hall. To get there, the attendees had to weave through the vendor displays for a cold, box lunch. Nice touch to a morning filled with marketing talks. It wasn’t all bad. Apparently the fifth keynote by Joe Weinman, senior vice president of cloud services and strategy at Telx saved the morning to some extent. #ccevent glad we have @joeweinman?to add some interesting keynote content ?

Finally, enough of this monkey business! E! News has confirmed that Donald Trump has dropped his $5 million lawsuit against Bill Maher over an orangutan joke (no really, we can't make this up).

But it may pop up again in the future.

NEWS: Trump sues Maher over monkey joke!

Michael Cohen, special counsel to Trump, tells E! News, "The lawsuit was withdrawn to be amended and refiled at a later date."

This all started when Maher and Trump reportedly put in writing that if the "Celebrity Apprentice" star can present a valid birth certificate to prove that he's not the product of his mother having sex with an orangutan, then Maher would write a check for $5 million to the charity of Trump's choice.

And, well, since Trump doesn't joke around and there's money involved, he did provide valid paperwork to show that he's all human (sigh), but Maher never forked over the $5 million.

Yes, that really happened.

Southern Calif. man stages April Fool's plane joke

YUCAIPA, Calif. (AP) ? It's the plane crash that wasn't in Southern California.

The Riverside Press-Enterprise reports (http://bit.ly/YQ8fyA ) a Yucaipa businessman staged an elaborate April Fool's joke on Monday.

Billy Cheesman Jr. used a forklift to arrange a small aircraft on the fence that runs in front of his equipment rental business, as if it had nosedived there.

He also strung yellow caution tape around to make it resemble a crash scene.

Cheesman says someone gave him the two-seat experimental plane and he's been trying to figure out what to do with it.

He notified the San Bernardino County Sheriff's Department before he set up the prank at Redlands Yucaipa Rentals.

Hagel warns of deep, new spending cuts

WASHINGTON (AP) ? Defense Secretary Chuck Hagel put the Pentagon and Congress on notice Wednesday that he is considering fundamental changes to the size of the military's management and command structures, requiring sweeping and dramatic spending cuts that are likely to hit programs favored by lawmakers.

Hagel said in a speech to the National Defense University at Fort McNair that escalating spending to maintain benefits, existing military structures and replacements for aging weapons programs are devouring funding needed for critical operations, training and equipment.

The Pentagon, he said, must reevaluate the size of its management and military command structures, which continue to grow even as the overall force numbers decline.

"I am concerned that despite pruning many major procurement programs over the past four years, the military's modernization strategy still depends on systems that are vastly more expensive and technologically risky than what were promised or budgeted for," Hagel said.

Hagel also echoed other administration officials in calling North Korea's recent rhetoric a real, clear danger and threat to the U.S. and its Asia-Pacific allies and says America is doing all it can to defuse the situation.

The U.S. has dispatched bombers, stealth fighters and ships to the region, in a show of force to deter any action by Pyongyang. And on Wednesday the Pentagon announced it will deploy a high altitude ballistic missile defense system to Guam in the coming weeks to strengthen the region's protections against the North Korean threat.

The land-based system includes a truck-mounted launcher, tracking radar, interceptor missiles, and an integrated fire control system.

But Hagel said he believes there is a path to peace on the troubled Korean peninsula, although it doesn't include making nuclear threats or taking provocative actions.

While his speech focused on the need for the Pentagon to do much more to slash its spending, Hagel also made it clear that any budget cuts should not erode America's ability to be a force for global leadership.

The Pentagon is already grappling with a $487 billion, 10-year reduction in projected spending as part of the budget law that Obama and congressional Republicans agreed to in August 2011. In addition to that, the military is now facing $41 billion in across-the-board cuts for this fiscal year that went into effect on March 1.

The changes, he said, will involve "not just tweaking or chipping away at existing structures and practices but, where necessary, fashioning entirely new ones that are better suited to 21st century realities and challenges."

In his first major address as Pentagon chief, Hagel embraced what is likely to be his major challenge in his term: shrinking the U.S. military despite persistent congressional mandates that slash funding but forbid the elimination of favored bases and programs that must be cut in order to achieve the required savings.

Lawmakers have resisted Pentagon pleas for another round of base closures and to trim unwanted aircraft, or proposals to adjust military health care benefits as too politically risky. Closing bases and ending contracts can cost jobs in members' districts.

"Much more hard work, difficult decisions and strategic prioritizing remains to be done," Hagel said, noting that "deep political and institutional obstacles to necessary reforms will need to be engaged and overcome."

While both his predecessors launched reviews to identify hundreds of millions of dollars in savings, Hagel is taking over just as the automatic, across-the-board budget cuts are taking effect. In light of those reductions, he has already ordered a re-evaluation of the defense strategy that President Barack Obama announced early last year.

That strategy called for a greater emphasis on the Asia-Pacific region, a continued focus on the Middle East and an increase in cybersecurity, missile defense and special operations forces.

Asked specifically about the unpaid furlough days that civilians will be forced to take, Hagel acknowledged that the cuts will be painful but unavoidable. As many as 700,000 of the department's civilian workers will have to take 14 unpaid days off in the coming months to save about $2.5 billion.

But he said officials are also looking at cutting layers of upper and middle management, including in the military commands, and are weighing whether the department has the right mix of military and civilians, and the correct balance of officers and enlisted troops.

He also said he will ask Congress to look at ways to increase various fees, including those for health care and retirement programs.

"We need to be steely-eyed and clear-headed in our analysis, and explore the full range of options for implementing our national security strategy," he said.

But, despite the budget cuts, Hagel said the U.S. does not have the luxury of choosing to withdraw from the world.

"If we refuse to lead, something, someone will fill the vacuum. The next great power may not use its power as responsibly or judiciously as America has," he said. "America has helped make a better world for all people with its power. A world where America does not lead is not the world I wish my children to inherit."

Key to Real Portfolio GrowthIf you?ve ever been into horses, you know that you can spend as much money as you?ve got?and plenty more?on their care. Personally, I like draft horses; Clydesdales, in particular. But the thing about a draft horse is that it can eat a lot of food. And during the drought last year, hay costs soared.

Agriculture, as an investment theme, is consistently on my mind, but it is a stock market sector that is limited. The marketplace is dominated by only a handful of companies. There aren?t a lot of publicly traded agriculture stocks that would be considered mid-cap; the same goes for small-cap companies.

On the stock market, E.I. du Pont de Nemours and Company (NYSE/DD), or DuPont, hasn?t been great, though its dividends have. Looking at the company?s agriculture-specific business, which represents approximately one-fifth of total revenues, business conditions are the strongest of all divisions. According to the company, 2012 fourth-quarter agriculture revenues grew to $1.5 billion, for a solid gain of 18%, of which, 11% was due to volume and seven percent was due to higher prices.

For the year, total agriculture revenues were $10.4 billion, representing growth of 14% on an eight-percent gain in volume and a six-percent gain in prices. (Who says there?s no inflation?) The company reported that its ?Pioneer? seeds are benefiting strongly from pricing gains in corn and soybeans. DuPont has seen virtually no growth in its performance chemicals and electronics and communications businesses. Currency translation also is affecting its numbers.

It would be absolutely ideal if DuPont were to spin off its agriculture division into a separate company that traded on the stock market. I think this would be a very attractive asset.

Like many multinational corporations, DuPont is having trouble in Europe.

There are some speculative companies trading on the stock market related to agriculture, specifically seed development, but very few are considering the universe of equities.
