Energy efficiency has been a part of California building codes for years, and is a very important part of green building practice.

The recent push for energy efficiency in California is partly fueled by the California Public Utilities Commission (CPUC) Strategic Plan published in 2008, aiming for all new residential construction in California to be Zero Net Energy (ZNE) by 2020. What does this mean? A home is considered ZNE when it produces more energy than it uses, typically measured over a year. This is achieved by both reducing your energy footprint and generating electricity ? for example, by using a solar array or wind turbine.

ENERGY STAR for Homes
EnergyStar is a joint program of the U.S. Environmental Protection Agency and the U.S. Department of Energy. Its focus is on efficiency of energy consumption.

You?ve probably noticed EnergyStar on appliances, light bulbs, and various other consumer products. You may not have realized that EnergyStar can apply to buildings as well.

To earn the Energy Star, a home must meet guidelines for energy efficiency set by the U.S. EPA. This home must be at least 15% more efficient than a house built to current energy codes. Typically, Energy Star homes include energy-saving features that make them 20-30% more efficient than standard homes.

A Home Energy Rater reviews your house plans, makes recommendations to improve energy efficiency, and does inspections during construction. For existing homes, the EnergyStar website has online tools that you can use to identify areas for improvement, along with helpful how-to advice for the home handyperson.

HERS II Rating
California Home Energy Rating System (HERS) is a program administered by the California Energy Commission for rating energy efficiency only. The Whole House HERS II rating uses the same calculation method as the Title24 report required for new construction. It can be applied to new or existing homes.

A HERS Building Performance Contractor evaluates building construction and performs on-site testing including a pressure test for air leaks, verification of attic insulation, and a duct leakage test. This is an objective rating of the building?s energy efficiency because the rating is based only on the building, not on utility bills.

The HERS rater will make recommendations for improving the energy efficiency of the home, comparing the cost of improvement against the utility bill savings.

The Certificate rates buildings on a scale of 0-250, with ?250? or more likely to have very high energy bills, ?100? using the same energy as a new home that meets California 2008 Energy codes, and ?0? a super-efficient ?Net Zero Energy? home that consumes no more energy than it produces.

For the sake of comparison, the fees listed above are based on a medium-sized home. Green rater services for custom homes will vary considerably depending on the size of the home, the location, and the types of services required. Fees will also vary depending on the individual rater.

Scientists get closer to more accurate cancer diagnosis

Researchers in France and the United Kingdom have identified a link between a chromosomal abnormality and a greater risk of dying in children suffering from a deadly form of brain cancer. Presented in the journal Clinical Cancer Research, the findings could help scientists develop a new diagnostic test for identifying young patients who are at the highest risk associated with an ependymoma tumour, and who may require more aggressive treatments to save their life.

Led by the Brain Tumour Research Centre at the University of Nottingham in the United Kingdom, researchers say the results could also help physicians determine which children with the tumour have a better prognosis and would benefit from less intensive treatments. This would result in the patients suffering from fewer side effects that have the potential to trigger permanent disabilities, which in turn could adversely affect them later in life.

The team investigated abnormal copies of chromosomes in the cells of 147 brain ependymomas in young British and French children who received tumour surgery followed by chemotherapy, as well as older European children who received tumour surgery followed by radiotherapy. The aim of the work was to shed light on whether the outlook for the young patients is worse for those who have a chromosomal abnormality.

Professor Richard Grundy and Dr John-Paul Kilday, along with colleagues, discovered an association between a greater number of copies of a specific region of a chromosome called 1q25 and approximately 20% of the tumours they tested from children diagnosed with the deadly form of brain cancer. This connection triggers a worse outcome in patients treated with chemotherapy and surgery.

The findings also helped the team to accurately place the patients into one of three risk groups: high, intermediate and standard.

'This study is the first to assess copy number gain like this in groups of children with ependymoma who have been treated in a similar way, and is an important step forward in being able to predict the future for children with these brain tumours,' notes Dr Kilday.

For his part, Professor Grundy says: 'We are now hoping that these findings are reproduced in other studies currently underway in other countries, including the United States. If their results match ours, then the presence of 1q25 copy gain in childhood ependymoma could be introduced into future international treatment planning as a new marker of poor outcome, which will in turn define treatment. We would intend that this should be something each patient's tumour is tested for at the time of diagnosis.'

While ependymomas are tumours of the brain that know no age limits, children are more at risk of being diagnosed with them. And while treatments have improved over the years, around 40% of the young patients die.

Experts suggest that the death rate has not dropped because they could not accurately predict which tumours could be more aggressive than others.

• Effect on children: The effects of teenage pregnancy spill on to the children born to the teenage mothers too.

Even Kroy's quiet. What should he say to the man who made a scene at his kid's baby shower? Ugh. Neither couple can get out of there fast enough.

But out in the parking lot Kim's decides she's had enough and as much as Cynthia tries to wiggle out of the conversation Kim won't let her do it. Plus 8. It's about time they hashed this out and at least it's not in the middle of the party.

Cynthia doesn't even remember what the heck she said but we've seen that scene so many times we'll never forget it. Minus 8 because I can't wait to bury this storyline.

Cynthia tries to turn the tables by accusing Kim of talking about her but since she doesn't relay any specifics it doesn't hold much weight. Eventually she apologizes and the two go their separate ways. Plus 5. I'm just glad it's over.

So will this finally be the end of the South African disaster? Every time I think it's gone it rears its ugly head once again. We'll have to check in next week and hope it's buried for good.

WASHINGTON (AP) ? President Barack Obama wants Congress to end a showdown that threatens to cut off federal highway and transit aid to states just as the spring construction season starts.

In his weekly radio and Internet address, Obama is encouraging voters to pressure Democrats and Republicans to pass a long-term transportation bill. He says the economy will take a hit otherwise as construction projects sit idle.

Obama reiterates the White House call for Congress to adopt the two-year $109 billion bill the Senate passed overwhelmingly last week. House Republicans are divided over a five-year $260 billion package.

Following our pieces about the city's revived efforts to privatize Dallas Farmers Market, a friend of the show suggested we look into whether the city is considering stirring a little private biz into the publicly owned White Rock Lake -- specifically, eat-and-drinkeries like, oh, say, the Katy Trail Ice House. Because, after all, right now, if you want to get a drink after a day hiking or biking around the lake, your options include a water fountain or ... well, a water fountain.

Turns out, according to some folks at Dallas City Hall, this has been a subject in which Mayor Mike Rawlings has been interested since his tenure as Park Board president. But for now, all the mayor's chief of staff, Paula Blackmon, is willing to say on the subject is this: "White Rock Lake is a gem in our city, and we need to make sure it's used at a balanced capacity."

She will say: Do not use the word "privatize," not about White Rock Lake. The city, she says, is merely "exploring opportunities to maximize its potential."

Architect Gerry Worrall III, Sheffie Kadane's appointee to the Park Board and the liaison between the city and the White Rock Foundation, says discussions about bringing food and drink to White Rock Lake have been "casual" to this point. The question, he says, remains: "Do you create something new or take existing facilities and turn them into places where you can eat and drink?"

And that's not an easy question to answer.

Worrall and other White Rock Lake advocates say they're concerned about converting the recently renovated Big Thicket or Winfrey Point into full-time restaurants and bars because, more than anything else, doing so could create an influx of traffic for which the neighborhood isn't prepared. (And the city also says it's making a decent amount of coin leasing out those facilities, among others; calls are to Park and Rec officials.)

"The challenges are many," Worrall says. "There are times when it would be a lovely thing to add. But right now you have special events out there that draw people that overwhelm the park and the neighborhoods, and people ave acclimated to that special use. But if you do a food facility that draws in a certain amount of traffic on a regular basis, that's a different dynamic. There would be support from the pedestrian and bike users; for them it would be ideal. But the neighborhood might have another opinion."

Absolutely, says White Rock Foundation Treasurer Susan Falvo, who represents the Lakewood Neighborhood Association on the White Rock Lake Park Task Force, which consists of dozens of area neighborhood associations. New traffic "is always a concern," says Falvo. "That's why things don't occur there a lot of the time -- because it's everybody's lake."

That's why Worrall's proposing going with food trucks for now, which itself is no easy feat around White Rock. He reminds that there's a whole process in place that involves finding a spot, going through the Park Board, getting the city council's OK ... and so forth. Falvo notes they could appear as soon as the White Rock Lake Festival, which has been moved from May to November 10-11 this year.

"It wouldn't be undertaken casually," Worrall says, "even though these are somewhat temporary in nature. ... But it'd be nice to try those out in different locations around the lake, because it's not permanent and can be eased into and still maintain the beauty of the park around the lake. That's the challenge: creating an environment people want to use and not overwhelm the beauty of the lake."

Detox dieting is the latest fad to hit the health and fitness circles. And because a detox diet can flush out toxins from the body and rid the body of waste materials and impart a spring clean to your system, thus attaining weight loss in the process, obese people are flocking to clinics to undergo a detox therapy or diet. But how do you know if it is a safe detox diet?

You can detoxify your body either naturally with the help of detox fruit juices, oils, organic fresh fruits and raw veggies and soups, or you can take the help of detox pills, drugs, supplements etc which can often result in unpleasant adverse reactions.

It is best to stick to a safe detox diet. So what are the components of a safe detox diet? It consist mainly of organic or farm fresh fruits and vegetables of all kinds, fruit and vegetable juices or green smoothies, which are fast becoming a top favorite for detox.

You can add gluten free grains and pulses as well if you like. Some even include meat but you will have more energy for detox if you rest your digestive system.

Avoid withdrawal symptoms ?

If? your existing diet is full of coffee, alcohol, processed and junk food then you will undoubtedly feel sick and very weak if you change your diet too suddenly.? A safe detox diet will take you gradually through the changes so you should not suffer withdrawal symptoms.

Some detox regimes put you through a juice fast for 7 days. If you are very toxic then you will most likely get a lot of detox symptoms. You really don?t have to go through this if you follow a safe detox. It?s far better to treat your body gently and maybe start with a 1 or 2 day juice fast at your first attempt. Wen you are more experienced and less toxic you can try longer periods of juice fasting or juice ?feasting? which does not leave you hungry or short of energy.

Alkalize with lemon juice

One of the safest and most popular detox diets calls for a cleansing lemon and oil drink first thing in the morning. Lemon juice has multiple benefits ? it acts as an all round cleanser of the body, it can boost circulation by thinning the blood, it can strengthen the kidneys and the liver. It also helps in boosting the body?s immune system by stimulating the white blood cells.

When your diet consists mostly of red meat and processed foods your body may become acidic, giving rise to free radicals. A lemon detox drink can help keep the body alkaline.

Support your detox system

Beware of detox diets that starve you. You will find them hard to stick to, leave you lacking in nutrients and make you feel ill. A safe detox will contain foods and supplements designed to support your detox system. Researchers have discovered what it is in fruit and vegetables and other foods that help push the detox system. Believe it or not you can eat tasty food and still detox.
